「安全」是制定國防政策最重要的考量，無論任何國家競爭策略，均應以國防安全為前提，因此也就更突顯國防戰略規劃的重要性，而國防戰略為國家戰略中的一個重要環節，如何將有限的國家資源妥善分配及有限的國防資源發揮最大效能，掌握軍事競爭優勢，更是國防建軍成敗之關鍵。本文主要研究的「淨評估」方法，結合企業管理理論，從「策略規劃」的理論基礎出發，透過競爭優勢的分析邏輯（即SWOT分析），建立「淨評估」的理論與應用邏輯及「淨評估」的作業分析模式，使國家層級實務面的戰略規劃體系架構更為明確，所以，透過「淨評估」理論的發現，能夠將企業環境中的策略管理理論，應用到國家安全競爭優勢的分析方面，使國防管理與企業管理緊密結合。
