Due to the advancement on network technology, increasing numbers of imported food entered Taiwan through online shopping and international postal parcels, which is causing potential risk on food safety. According to the Act Governing Food Safety and Sanitation and related regulations in Taiwan, importing foods shall apply for inspection and declare relevant information to the central governing authority. This article reviews and analyzes the prior notice system and the declaration obligation of the non-waived/ shifted declarant of the U.S. regulations, and attempts to make recommendations of the current system in Taiwan. The Prior Notice system constitutes a heavy burden on the executive authorities and should be noted. |
