衛生局聯合分工檢驗體系執行成效分析

Assessment of Regional Integrated Laboratory Testing System in Local Health Bureaus

為提升地方政府衛生局檢驗量能及檢驗品質，自95年起規劃各縣市衛生局參與建置「區域聯合分工檢驗體系」，至99年全國衛生局已全數加入，並自106年起擴大整合為全國性之「聯合分工檢驗體系」，持續推動至今。食品藥物管理署（以下簡稱食藥署）自99年起辦理地方政府衛生局補助計畫，計補助21縣市衛生局，購置計635套檢驗儀器設備，持續推動落實「食品衛生檢驗中央地方分工項目表」地方可自行檢驗項目達80％以上。為提升地方政府衛生局檢驗品質，辦理衛生局檢驗室之能力試驗，並推動其專責檢驗項目通過實驗室認證，至106年止，全國22個衛生局共計763品項通過食藥署實驗室認證。由於本聯合分工檢驗體系之建置與落實，不僅充分利用地方檢驗人力、提昇檢驗效率、整合設備資源，同時提高檢驗項目數，包括農藥殘留由原檢測10－40項增至311項；動物用藥殘留原檢測6項增至122項；落實過去無法檢驗之重金屬、食品（中藥）中摻加西藥、3-單氯丙二醇、食品中毒原因菌及食品摻假等檢驗項目。 In order to enhance the testing capacity of local health laboratories, the ＂Regional Integrated Laboratory Testing System＂ for local health bureaus has been initiated since 2006, and extended nationwide in 2017. Taiwan Food and Drug Administration (TFDA) has conducted a subsidizing plan for local health bureaus since 2010, and enabled to purchase 635 sets of instruments and equipments. The capability of self-test items was improved up to 80% out of ＂Central-Local Division of Food Hygiene Testing List.＂ In addition, to strengthen testing quality of local health laboratories, TFDA conducted the proficiency tests for the laboratory of health bureaus, and promoted the qualified laboratory accreditation on specific test items. Till 2017, 763 test items for laboratory accreditation in 22 health bureaus were certified by TFDA. The laboratory testing system helped to raise the efficiency of manpower, improve the testing efficiency and integrate the facilities usage, while promoting the testing capacity, including the pesticide residues detected from 10 - 40 items to 311 items, veterinary drug residues from 6 to 122, the testing of the heavy metals, adulterants in Chinese medicine and foods, 3-monochloro-1,2-propanodiol, etiologic agents of foodborne outbreak, and adulterants of animal-derived ingredients in foods which could not be tested in the past.
