本研究以貧窮文化論與社會流動論視角,探討「清寒原住民助學金」計畫的面向與意涵,繼而提出清寒原住民助學金計畫實施以來的施行現況及問題與建議。清寒原住民助學金申請人數從開辦至今的差距並未明顯減少,顯示在教育資源的分配方式,仍有待努力改善的空間,可直接從學費扣除、教育券、提供免費課後照顧等,以使該計畫更為落實。提出具體作法為:(一)提供只看需求,不問相對義務或條件的發放方式;(二)政策實施前應教化家長教育觀念與自我有用感,促使扶貧政策成為具體有效;(三)避免助學金政策成為例行業務,需先了解政策標的民眾的需求;(四)弱勢學生可靠教育促進社會階層流動。最後,研究者針對「清寒原住民助學金」計畫落實於提出研究建議。
This Thesis, based on the perspectives of Cultural Poverty Theory and the Social Mobility Theory, examined the project of ''scholarship for low-income indigenous students'' in terms of its dimensions and significance. Then, it indicated the current situation and plights of the project since the project was implemented and then proposed suggestions. Since the beginning of this project, low-income indigenous students who applied this scholarship did not become obviously fewer. This showed that the distribution of educational resources still had a many room for improvement. Some measures to further the implementation include deduction tuitions, education coupons, free after-class care service, etc. This Thesis concluded that some specific measures include the following: (1) whether to provide the scholarship only depends on its demand, irrespective of either any corresponding obligations or any conditions required to provide the scholarship; (2) before the implementation of this policy, it is necessary to teach parents about education values and a sense of self-usefulness so that the policy of poverty alleviation could be particularly effective; (3) to avoid treating the scholarship policy as daily routine errands, it is essential to understand the policy objectives and people's needs; and (4) education can help less advantageous students to climb up the societal hierarchy and enhance the social mobility. In the end, this Thesis proposes suggestions regarding the project of ''scholarship for low-income indigenous students.'' |
