Clarification on 'Investment Facilitation' and Suggestions to China

“投資便利化＂是國際投資領域的新興議題，具有推動全球經濟發展和多邊投資談判的重要作用。當前各方對“投資便利化＂的理解存在較多爭議。為解決投資管理中的體制性障礙，繞開傳統議題在多邊談判中遇到的利益衝突，應限定構建投資便利化多邊體制的討論範圍，集中關注能夠達成共識的“提高政策透明度與行政效率＂這一核心內容。

Investment Facilitation' is a new issue in international investment and plays an important role in promoting global economic development and multilateral investment negotiations. However, currently there are many differences in the understanding of 'Investment Facilitation'. In order to address institutional barriers in investment management and to circumvent conflicts of interest in multilateral negotiations on traditional issues , the scope of discussion on building a multilateral framework for investment facilitation should be limited to the core issue of improving policy transparency and administrative efficiency, on which consensus may be reached.
