In 2009, Typhoon Morakot brought catastrophic damage to Taiwan. Due to dispersed placements, miscommunications and hasty housing policy moves, people in Qinhe Village in the Taoyuan district of Kaohsiung was divided and bewildered: some decided to reconstruct houses on the same site, others relocated to Da Ai Village in Shanlin district, and still others followed the principle of “moving within the village” and relocated to another permanent housing in the Lele Section which was 30-minute drive from Qinhe Village. From 2010 (one year after Morakot), social workers from Zhi-Shan Foundation began to provide with on-site support. They embarked on a service program for the need of after school childcare with local community staff in order to rebuild the relationships among the villagers from the divided three abovementioned approaches. However, on 1st June 2017, Qinhe Village suffered again due to heavy rain and flooding. This article depicts and reflects on how social workers from Zhi-Shan Foundation assisted in the reconstruction process in Qinhe Village during these two natural disasters. The strategy of the program gave priority to the childcare services and then extended the support to the whole village. |
