親屬安置照顧者人口特質與照顧能力之關聯：以安置費用為調節變項

The Associations between Demographics of Kinship Carers and Their Fostering Competency: with Discussion on Moderating Impacts of Allowance on Carers' Fostering Competency

當親屬成為正式的兒少家外安置資源後，對親屬安置照顧者的認識也越形重要。本研究蒐集163份問卷，藉以瞭解親屬安置照顧者的人口特質，並探究這些特質與其照顧能力之間的關係，亦分析安置費用的發放是否足以對親屬的人口特質與照顧能力關係之強弱產生影響。研究發現，國內親屬安置照顧者的年齡偏高、教育程度偏低、個人收入及家庭總收入亦偏低；而這些特質也影響了其照顧能力。再者，女性擔任親屬安置照顧者的比例高於男性，且女性的照顧能力比男性來的佳。研究進一步發現，安置費用之領取可拉近親屬因年齡、教育程度、個人收入所造成的照顧能力之落差。研究建議應針對親屬安置照顧者的需求，發展更個別化的服務，同時支持親屬取得安置費用。

As kin becomes a formal out-of-home placement resource for children and youth, it has also become increasingly important to gain understanding of kinship care placement carers. This study has collected 163 surveys in order to understand the demographics of the carers of kinship care placement and explore the connection between their demographic features and fostering competency. Whether providing allowance has a strengthening or weakening effect on the relation between the kin's demographic features and fostering competency is also analyzed. This study has found that kinship carers are generally of older age and with a lower level of education, as well as lower personal income and total family income. These features have an effect on their fostering competency. Furthermore, there are more female carers than male carers, and the fostering competency of the female carers are better than their counterparters. This study has also found that the provision of allowance can moderate the gap between differences in fostering competency due to the kin's age, education level and personal income. This study recommends that more customized services should be developed in order to meet the needs of the kinship carers, and providing these carers with allowance should be encouraged.
