本研究藉由參酌國際組織及先進國家在離岸風電區建置的規劃、設計,做為對臺灣制定離岸風電建置之航安技術的「離岸風電區航行風險管理及急難救助手冊(草案)」參考依據,並針對現階段實務進行「船舶資料量化統計及航行交通流量分析」、「建置離岸風電區AIS資料庫顯示介面系統」。本研究將船舶資料進行篩選,並依風電區統計進入區域內船舶數量,由圖表呈現統計分析結果,依圖表分析結果可明確了解船舶在風電區內航行數量,並可看出經常有船舶航行在離本島較近的風電區,因此對風電區規劃需相當謹慎。本研究主要是收集風電區國內外的技術和資訊,並加強開發中之系統功能,使此系統更加人性化,讓相關單位能快速上手,方便管理掌控船舶動態。
In accordance with sustainable plans and designs standards set by international organizations and developed countries, this project has developed the “Risk Safety Management Guide” under the following headings: (1) Quantitative Statistical Vessel data and Vessel traffic flow Analysis, and (2) Automatic Identification System in Offshore Wind Farm Areas. According to the analysis of the results, the number of ships sailing in the Offshore Wind Farm Areas is clearly understood, and it can be seen that the frequency of ships sailing in the area is relatively high. This research will also continue to collect and develop technological information relating to domestic and foreign Offshore Wind 34 Farm Areas. According to the Guide Book and sample of navigation guide of the Ministry of Transport and Communication which is in charge of shipwrecks, it can enforce responsibilities and delegate related detailed planning. The National Rescue Command Center can also make related disaster plans for conducting search and rescue operations. The Coast Guard Administration can adopt such operation procedures for search and rescue operations in the future. |
