社區林業應用於租地造林地之探討－－以大雪山社區為例

The Application of Community Forestry on Leased National Forestlands-A Case Study of Ta-hsueh-shan Community

本研究之目的在檢討現行國有租地造林政策及現行問題之衝突及爭議，以大雪山社區為研究案例，就社區林業的特質及優點應用在國有林租地造林問題之可行方案。透過文獻回顧及分析、深度訪談及參與觀察等方法，收集有關社區居民對社區林業之看法，並分析其對國有林租地造林問題衝突解決之可行性。除財產權外，可參考成功的社區林業要素、建立社區與林務單位的溝通平台及管道、體驗經濟概念的導入及加強教育訓練與觀摩學習，將有助於社區未來執行自然資源共同管理的願景。 The purpose of this study is to discuss the policy and conflicts of the Leased NationalForestlands, Ta-hsueh-shan Community was used as a case study. From the aspect of characteristics and merits, the community forestry was applied to solve the problems derived from leased lands. Theresearch method was adapted by the literature review and analysis, in-depth interview, and participatingobservation. The residents’perspectives of community forestry were collected and the probabilityof solving the leased lands problem was examined. Besides the property right, factors of successfulcommunity forestry, the communication channel and stage between local community and TaiwanForestry Bureau (TFB), the lead in of Experience Economy, the improvement of the education training,and to inspect and learn from each other's work will help community to implement the vision of comanagementof natural resources.
