Police, as the guardian of public domains, is authorized by the public with administrative discretion to ensure social safety and public service. However, restricted by exterior environmental factors, result-oriented consideration outweighs analysis of individual law enforcement officers. From analyzing the dilemma of code of ethics, the study induces the reflective thinking on police in-service training. The study tries to categorize the current in-service training courses into Media Communication Training, Tactical Training, Core Values and Mental health consultation. The four variances are viewed as decision-making reference cues in SJT model. The result shows that cognitive difference exists in command-level police officer and the low-ranking patrol police. The study suggests that learning content should be re-adjusted. Furthermore, to meet the rapid changes of future society, to respond to public's high expectation, the contingency of police education training is necessary. |
