台灣創業育成中心之網絡化發展研究

The emergence of incubator networks in Taiwan

本研究檢視產學合作的真實情形以及育成中心的成效，嘗試研擬出育成政策措施中對於廠商創新影響的關鍵因素，提供作為檢視育成中心培育成效指標時的重要參考。因此，本研究一方面嘗試解析育成政策在促進區域創新活動的重要性，期望未來政策在相關產業創新環境的支援上應有更積極的作為；另一方面，運用實證結果來佐證育成政策支援創新活動成效不足的因素，供未來強化創新支援體系之參酌。研究發現，台灣創新育成中心間並無顯著的網絡式鏈結互動關係。其次，就現階段而言網絡互動程度並未正面有助於育成中心之培育成功家數和就業機會創造，此隱含區域中雖具有多樣性的一般知識基礎但其間具互補能力，使區域廠商間知識落差不大，因而育成中心之網絡互動程度未能促進其績效表現。而對於綜合大型之複合式創育中心，呈現無論是在正式或非正式的網絡式鏈結互動皆顯偏低，但其培育績效卻顯突出，主要係因其具健全的內部連結絡網，本身即猶如數個育成中心之網絡化連結，可就近依不同的需求而尋求相當的協助。

This paper mainly in discussion of science and technology from the developed countries, such as networked incubators worldwide, how they affiliated the correlation industries and the organizations between one and the other on using the networking condition and creating the environment for the new technology based firms. Then, we shall follow the actual example on study the networking condition and relation between some incubators with the others in Taiwan. According to the Networked Incubator＇s questionnaire to 79 incubators in Taiwan, which has shown that we shall take the result to evaluate and compare with on and off Networked Incubators. And input the suggestions as the development strategy of Networked Incubators in Taiwan. The analyzed results demonstrate a lack of strong network interactive relationships in incubators in Taiwan. The interactions and support in the areas of office space, lab space, recruitment and employee athletic activities were especially weak. The analytical results also indicate that network interactions, other than informal employee information exchange, did not positively influence the number of successful businesses assisted and number of jobs created. This finding indicates that various knowledge bases existed in a region and they compensated for one another, consequently, regional businesses did not differ significantly in terms of knowledge, and interactions among incubators did not promote business performance. Furthermore, comprehensive incubator organizations, clearly display an extremely low level of networking with outside organizations for both formal and informal network activities; however, incubators have excellent performance in terms of the number of companies successfully assisted. Since this type of incubator has a complete R&D institution system, then can provide start-up businesses with better R&D and innovation support than other incubators.
