The empirical study centered on the distribution of judges' working time shows that the time of criminal judges at the grassroots level is mainly used for handling cases, and the time of handling cases is mainly spent on much paper work; the time for judges used for out-of-court activities, collective collegiality and discussion is limited; the president of the court does spend considerable time on administrative management. These findings are not consistent completely with the previous understanding of the working status and contents of Chinese judges; while some of the findings to a certain extent, are consistent with the judgment on the operation of China's criminal trial system by the academia. Some of the findings of empirical research provide references to the reform of Chinese courts. |
