Although the Government Procurement Law does establish a sound basis for implementation of turnkey contracts for public works in Taiwan, there are still many weak points. This is mainly because the major players including owners, contractors, design consultants as well as construction professional managers, are all lack of experience of performing turnkey contracts. The highly localized construction industry also explains the failure of excellent local systems to run well outside this island. It is, therefore, extremely important for the continuous process of localizing valuable experience to ensure the future success of the turnkey contracts applying to public works. This research conducted a questionnaire survey of contractors with turnkey-experience before the commencement of the Government Procurement Law. The overall performance of turnkey contracts and the obstacles encountered will be addressed based on the experience gained by the turnkey contractors. The paper also provides some contract letting suggestions for owners and contractors when carrying out public works turnkey contracts. |
