In view of the spread of new illegal drugs and the relevant statistics being held in different jurisdictions, it is necessary to integrate these separate statistics into a new comprehensive system in order to provide quick and useful information for drawing appropriate policy. With an attempt to systematically understand the current trends of drug abuse, this study intends to construct a warning system by analyzing the relevant illegal drug survey and official data as well as integrating the different data sets from FDA of Ministry of Health and Social Welfare, Ministry of Justice, Police Agency of Ministry of Interior, and Ministry of Education into a comprehensive reporting system. By adopting multiple methods, including literature review, comparison of different monitoring system, interviews with key stakeholders of different jurisdictions, and a focus-group meeting with these dataset managers, this study tries to explore the possible problems of system integration and further looks for potential solutions. The findings show that the monitoring system can be established separately for different target groups. And, the independent division is in charge of design and analyses of data for each of the different segments of the system to enhance the efficiency of drug monitoring. Moreover, a comprehensive monitoring system is recommended in order to achieve quick data integration and find out the influential factors of drug abuse for further intervention.
