資訊與通訊技術(Information and communication technologies, ICT,以下簡稱資通訊)已改變現代社會整體的生活方式和社會關係, 無形也形塑社會工作的方法與模式。如今,社工人員可以透過 Facebook、Line 和 QQ 等各種線上即時通訊科技和個人、社群連結, 而產生有別於傳統以直接面對面的接觸為基礎的社工實務運作。但是, 對於資訊通如何產生社會工作實務的轉型和影響,如在服務提供、社工倫理、社工勞動條件等方面,至今尚無全面的反省。為此,本文透 過國內外相關文獻之整理,從人群服務組織之特性和政治經濟途徑, 反思 ICT 與社工實務相遇後可能產生的議題,最後強調發展社會工作專業與 ICT 結合之最佳實務模式,以及呼籲本土社會工作與 ICT 相 關之經驗性研究的重要性。 |
英文摘要 |
Information and communication technologies (ICT)not only have been changed the lifestyle and social relationships in modern society but also have been reshaped the patterns and methods of social work. Nowadays, social workers can provide several services online, collect social resources online via Facebook, Line and QQ and connect with the people on official clubs of human service organizations (HSOs) on Facebook. Those approaches are very different from traditional operational patterns which are based on directly physical encounter of HSOs and social work practice. However, up to now, a comprehensive reflection of how ICT contributes transformation and influence of social work practice such as service provision, social work ethnics, labor conditions of social workers. Thus, the paper attempts to partially fill this gap to provide an overview by reviewing relevant articles and papers basing on the perspectives of HSOs' attributes and political economy to reflect how “the encounter” between ICT and social work is embedded in the context of the expansion of ICT industries and trends of E-Government and E-society. As a result, this paper stresses the meanings of the best practice for social work and ICT on the one hand and the importance to develop empirical studies about ICT and social work in Taiwan. |
