原住民老人社區照顧公私協力之運作困境與策略建議──以台東縣部落文化健康站為例

The Practical Barriers and Strategy Suggestions of the Indigenous Community Care in Public and Private Cooperation: A Case Study of Taitung County Tribal Cultural Health Station

隨著高齡化的趨勢，原住民族會自2009年提出『原住民部落老人日間關懷站實施計畫』，積極推動部落老人預防照顧服務，強化關懷服務，提供全面關懷的老人照顧工作。本研究以台東縣文化健康站為研究對象，以焦點團體訪談為研究方法，由執行的非營利組織人員觀點，探討公私協力的照顧服務體系下，文化健康站服務輸送之實踐現況及過程，期望能藉此了解公私協力過程中面臨之困境與挑戰，並嘗試提出因應策略，以達永續經營之目標。透過此研究過程，期能探究文化健康站能否落實活躍老化與在地老化之政府目標，並分析現有困境與提出建議方案，以做為未來政策推動之參考。

With the trend of Aging, the Council of Indigenous Peoples has proposed the Community Day Care Centers for Indigenous Elderly Program and provided service for the indigenous elderly. The research subject of this study is Taitung County Tribal Cultural Health Station with the use of focus group interview as the research method. We examine the practice status and the process of the service delivery of Tribal Cultural Health Station under the service system of public and private cooperation in order to understand the difficulties and challenges in the process of public and private cooperation for putting forward the strategy to achieve sustainable development goals. Through this research process, we can explore whether the Cultural Health Station can implement the objectives of active aging and aging in place, and analyze the existing difficulties and provide suggestions for future policy implement.
