Since 2013, the Ministry of Education has integrated human and other resources to implement the "Project for Implementation of Remedial Instruction" in primary and secondary schools. The goal of the project is to help all the low achieving students to catch up. Until now, the expenditure of this project has increased yearly and is up to 1.5 billion in 2016. Under such considerable amount of funding, people are full of curiosity about the current status and effectiveness of practicing this project. This research is based on the performance appraisal summary report ,which was conducted by the Kaohsiung Education Bureau in 2015. Appraisal comments and suggestions given by the committee members to schools were collected in this research in order to analyze each school's distinguishing features in aspects of administration, teaching and assessment. On the other hand, difficulties in implementing this project were also revealed. "Theory advocacy and administration planning", "professional competence of teaching" and "assessment and its effectiveness" were highly commended by the committee members. However, most of the schools did not plan the remedial classes properly according to students' pretest results. Moreover, teaching plans and teaching materials did not quite fit students' capability and useful materials on the project's technology-based testing platform were not utilized well. Parents did not want their children to participate in this remedial project, teachers were lack of willingness and the project required heavy loading of administration data key-in on-line, were the difficulties that schools were confronting with now. |
