This study takes the after-school program at elementary schools in Taoyuan City as the case to make a study of public-private partnership. The study adopts the method of document analysis and focus group interview to collect data. The study reveals schools and NGOs agree the after school care indeed contributes to improve students' all-round development, and reduce parents' burden. Further, the complementary of after school care resources and the accumulating experience in collaborative governance between schools and NGOs strengthen the consideration of promoting after school care with public-private partnership. In addition, during the process of collaboration, it could resolve the conflicts between schools and NGOs, reach a consensus and establish trust, though the persistent sincere communication, flexible after school care program and educational authorities' and principals' facilitative leadership. Based on the conclusion, some further suggestions are made for the educational authorities' information to adjust the policy direction of the after-school care. |
