With a rapid development, intermediary agents for study abroad has met people's growing service demand for studying abroad, yet those agents still have many problems including vicious competition, illegal operation and violations of education consumer rights, which call for strengthening supervision urgently. Through building the analysis frame based on policy instruments of intermediary agents for study abroad regulation, this paper has done an content analysis of the representative policy texts, and argued that there are some issues in regulating intermediary agents for study abroad including using authority tools excessively, capacity tools as well as symbolic and hortatory tools less and homogeneously, incentive tools and learning tools hardly, hence those policy instruments should be utilized synthetically so as to improving their suitability and effectiveness. |
