In this study, we indicated that developing a governance model that relies on resources provided by various levels of governments is limited and influenced by policy directions; therefore, continual local development is unsustainable. Comparatively, if local private resources are successfully integrated, then villages can have opportunities to develop continually. According to the perspectives of cross-border coordination, cooperation, and integration, we found that whether village governance was successful continually was not dependent on the resource amount but depended on whether the village had a model leader who could effectively integrate internal and external resources. |
