By seeing culture as vital to urban development, this article discuss the crisis and challenge of urban planning in postwar Taiwan from the perspective of the cultural element that it lacks, and subsequently suggests directions for the future development of cultural environment planning. Besides discussing the meaning of culture, the meaning and content of culture-oriented spatial planning is also investigated, with reference to the relationship between culture and city planning. Based on the three perspectives of comprehensive strategic planning, analysis, and implementation, as well as indicator evaluation and plan monitoring, cultural urban planning and associated challenges are proposed as basic elements in cultural environment planning. |
