This paper intends to treat 'world city' as a new space strategy under globalization with a view of state development, and regards both infrastructure investing and new space formation as state re-scaling strategies which respond to the global challenge and promote the competition of nations. This paper, manifesting the close relationship between 'world city formation' in Pan Asia and developmental states, combines a prospect with economic performance of Reform China and hypotheses of world city, and suggest that by state dominating investing and space planing, Shanghai and Beijing will be transformed into world cities. |
