Under the national policy of building Taiwan's National Geographical Information System; different government departments are planning and installing their own Urban Information Systems recently. However, this kind of information system are generally characterised with high capital investment, long construction time, frequent technical innovations and inconsistent recognition among different system users. These characteristics, when combined with the effects from the rapid change of information techniques as well as the great variation of the environment, have prompted a fact. The fact is that in order to have better knowledge of future development and to secure benefits from the system investment, except for the emphasis on the system evaluation process in the executing stage, close monitoring and system evaluation during the system running period should also receive considerable attentions. In order to evaluate the effectiveness of a urban information systems, a new evaluation method is proposed in this study on the basis of the fuzzy theory and variation measuring. Technical analysis is carried out under the Chiayi County Comprehensive Plan Information System. It was revealed that the new method is capable of providing information about the effectiveness evaluation of the system. This study consists of five parts: preface ,followed by a review of system evaluation methods, a description of the framework and method of the system effectiveness evaluation, these leads to the technical analye, and some conclusions are made upon the results of technical analyses. |
