The paper introduces a modified version of Analytic Hierarchy Process(AHP), or AHP', as combination of AHP and multiattribute utility theory (MAUT). The transformation of scaling between AHP and MA UT is demonstrated in terms of matrix algebra. A comparison between the effectiveness of AHP and AHP' in expressing decision makers' preferences was made by sampling among planning practitioners applying AHP and AHP'. The order of applying AHP and AHP' was controlled and the holistic judgments were made in the beginning and the end of the questionnaire. A realistic planning problem of evaluating alternative land uses under an overpass of the Second Highway was designed for conducting the survey. AHP' performed better than AHP in terms of expressing decision makers' preferences though most respondents preferred AHP to AHP'. The comparison was based on decision makers' rankings among alternatives, rather than on preference structures. |
