In the past few years, many government agencies have invested tremendous budgets in the development of various geographic data bases. How to promote the utilization of existing geographic data bases, and how to capture cost from the sale of geographic information are concerned by many government officials and academics. The establishment of legal basis is thus the essential step toward the policy of public access to government geographic information. The purpose of this paper is to introduce some basic legal concepts related to the public access of geographic information, to discuss related policy factors, and taking Environmental Geological Data Base (EGDB) as the example to analyze potential approaches of legalization. In addition, the connection between the public access of geographic information and the development of information city (spatial informatization) is discussed. |
