Local government information systems involve a great amount of subsystems, such as land registration, buildings, civil constructions, roads, transportation, terrain, citizen services, etc. To build up such systems efficiently and effectively, a formal methodology should be employed during the stage of information system planning. This article proposes a practical methodology for the cases of local government information system planning in the Taiwan area. This method emphasizes on the interaction among planners and departments of local governments. Two well-known methodologies, the Business Systems Planning and the Structures Analysis Method, are reviewed. Besides, the characteristics and the current circumstances of information system implementation of local governments are also examined. Furthermore, some common issues and their possible solutions are discussed. |
