國家政策對地方產業結構與產業景觀的影響－－以高雄市茄萣區竹滬鹽灘為例

The Effect of National Policy on Regional Industrial Structure and Industrial Landscape-Finding of Chu-Hu Salt Flat in Qieding District of Kaohsiung City

高雄市茄萣區竹滬鹽灘僅有四十餘年的歷史，在臺灣三百多年旳鹽業史中雖然時間不長，也是全臺面積最小的土盤鹽田。但若將它置於茄萣地方產業史，便突顯出它是在日治末期由國家鹽業發展政策而在地方上推動的產業；改變了茄萣自十七世紀以 來以漁撈和養殖漁業為主的產業結構與產業景觀。可惜的是，因為轉型條件不足而無 法跟隨產業機械化的腳步，以致提早結束曬鹽的任務。 本文旨在探究日治末期茄萣的魚塭在工業鹽發展的國家政策下，被國家徵收改建為鹽田，對當地產業結構與地景造成的改變。因此首先了解十七世紀以來茄萣的地方 發展與產業活動，接著探討日治時期不同階段的鹽業政策。最後據此分析茄萣的傳統產業活動與產業景觀的變化。

The origin of Chu-Hu salt flat in Qieding is due to the national policy of industrial salt production at the end of Japanese ruling period, and it only existed more slightly than forty years. Additionally, it was smallest salt flat which produced industrial salt in Taiwan. Nevertheless, in Qieding coast, aquaculture is mainly industry and it has established since seventeenth century. Therefore, Qieding salt flat effected inevitably on regional industrial structure and landscape. First at all, this finding would like to express the development of traditional industry of Qieding from seventeenth century. Next, the author would explore the national policy of salt production during Japanese ruling period. At last, this finding would like to discuss these influences on regional culture of industry, landscape, and native.
