由法制面論台中市醫療觀光之發展與挑戰

A Legal Research of Medical Tourism’s Development and Challenges in Taichung City

醫療觀光之發展已成為台灣目前政策發展主軸之一。尤其台灣實施全民健康保險迄今已屆20年，台灣醫療技術與可及性極高之醫療服務向來為吸引各國注目之焦點。隨著近來「海峽兩岸服務貿易協議」與「自由經濟示範區特別條例（草案）」等相繼被熱烈討論，本文關注醫療觀光在現階段發展之挑戰，尤其由法制面進行論述，並以台中市為例。本文冀望所提建議可供中央與地方規劃醫療觀光政策與落實執行相關法制之參考。

The development of medical tourism has become one of the Taiwan’s current policies. Especially, the national health insurance system has been implemented in Taiwan for 20 years. Medical techniques and popular medical services in Taiwan have attracted attention from many countries. With the recent “Cross-Strait Agreement on Trade in Services” and “Special Regulations on Free Economic Demonstration Zone (draft)” have been frequently discussed, this article focuses on medical tourism’s development challenges in recent days, especially from a legal perspective and uses the Taichung city as an example. This article is expected to provide medical tourism policy planning and relevant law implementing for both the central and local government.
