New psychoactive substances (NPS) have been known in the market by terms such as 'legal highs', 'designers Drugs' and 'research chemicals'. According to World Drug Report (2017), NPS are proliferating at an unprecedented rate, posing a significant risk to public health and a challenge to drug policy. NPS are synthetic substances designed to mimic the effects of controlled substances and to circumvent international and domestic drug controls. NPS continue to evolve, diversify and grow recently. This paper examines the current NPS developments at the global level, and introduces the strategies and challenges of the different legal approaches. |
