It is often called a “miracle” that Taiwanese private enterprises experienced significant growth under a totalitarian administration during 1950s. In fact, there were many mediators who worked hard between the government and enterprisers in order to meet the demands from both totalitarian administration and laissez faire economy. Centering on these mediators, this article is divided into five parts. Part 1 introduces the backgrounds and historical materials, including official documents, reminiscences, newspapers and so on, on which the arguments base. Part 2 treats the economic policies of the government as well as private enterprisers' attitude. Part 3 deals with the roles mediators played and the functions they performed. Part 4 traces the personal histories of five eminent mediators and explains why they were able to play sucessfully their intermediary roles. Part 5 concludes the inportance of mediators in the early stage of Taiwanese industrialization. As a historical study, this article can also be used as a basis to construct political or economic theories analyzing Taiwan in 1950s. |
