The provinces of Anhui and Jiangsu were not established through the order of the Qing central government. Rather, they have been gradually developed by means of official positions set up. In the sixth year of Kang Xi, after change of the name of Left and Right Bu Zheng Shi Si of Jiangnan, as the official position set up in the jurisdiction of Anhui and Jiangsu was almost the same with that of other provinces and no essential differences, it became frequent to name them as provinces. However, according to the records of the official made history books, Jiangnan was still one universal province, which governed the Auhui Bu Zheng Shi Si and Jiangsu Bu Zheng Shi Si. Beginning from Da Qing Hui Dian of Qianlong period, the time for establishment of the provinces of Anhui and Jiangsu was recorded through complying the official history books. There are three theories regarding the time for establishment of Auhui and Jiangsu provinces, i.e. the eighteenth year of Shunzhi, the sixth year of Kangxi and the third year of Yongzheng, which proves that during the middle and late time of Qianlong, the concept of Anhui and Jiangsu two provinces was generally recognized, but the exact time for their establishment is actually the reconstruction outcome of the people at that time. |
