市售冷燙髮劑化粧品之品質調查

AN INVESTIGATION ON THE QUALITY OF MARKETED COLD PERMS

為瞭解市售冷燙劑之品質，於82年7月至83年6月間分別在全省各縣市美容美髮材料行及台北市美髮院各抽購市售品78件及42件進行檢驗，其檢驗項目除標示檢查如許可字號、品名、主成分標誌及批號製造日期，另外依據衛生署公告基準及原廠規格進行外觀及化學檢驗，化學檢驗包括第一劑鹼度與第一、第二劑之pH值、成分鑑別及定量，共七項。標示檢查以品名與原查驗登記不符者49.2%，許可字號非衛生署核發者1.7%，成份標示與實際檢品不符者2.5%，未標示批號或製造日期者46.7%。外觀項第一劑、第二劑與原廠規格不符者分別佔35.6%及20.3%，而化學檢驗以成分含量與原廠規格不符情形較嚴重，第一劑、第二劑成分含量不符者分別佔22.0%及25.4%，另第一劑、第二劑pH值不符者分別為6.8%及11.9%；綜合調查結果分析，若以經化學分析檢驗之結果依原廠規格判定，則不合格率為47.5%；若依衛生署公告基準判定（目前只第一劑有公告基準），則第一劑依衛生署公告基準而第二劑仍依原廠規格判定者，不符衛生基準有42.4%，若就第一劑依衛生署公告基準而第二劑不予判定者，不符衛生基準有6.8%。倘加上許可字號、品名、外觀判定不合格者百分率達88.3%。另本調查發現由美容美髮材料行與美容院抽驗冷燙劑檢驗不合格情形，並無明顯差異。行政院衛生署近年來已加強輔導國內化粧品製造廠建立品管制度，並陸續辦理衛生品質管制講習會，地方衛生單位並加強稽查抽驗，以求改善燙髮劑之衛生品質，保障消費者之健康。

In order to assess the quality of marketed cold perms, we purchased seventy eight commercial samples from cosmetic stores Taiwan area and forty two samples from beauty salons within Taipei from July 1993 to June 1994. The variables examined for both the first and the second lotion of cold perm ncluded: appearance, pH value, identification and determination of essential ingredients while the alkalinity was inclouded for the first lotion only. The results indicate that as high as 88.3% of the samples violated the relative regulations. Among those analyzed, many unqualified samples were found to contain chemicals not included in the original formulation presented for license application. Furthermore, it is worth while to note that two samples were sold without license.
