There are two personnel systems in the local government Social Administration Department in Taiwan. One is the most social administrators who have decision power, good salaries and subsidies, but no social work educational background, the others is professional social workers who are short-term employees, less salaries and subsidies, but many direct services need them. There are unfair between these two systems for a long time. According to social welfare performance evaluation in 2001 by MIO, if the ratio of social administrators having social work background is higher, the performance is better. To cause the social administrators non-professional has 5 reasons, historical factors, examination system, local institution, social work education and social work professional. Strategies to solve these problems need to conquer above 5 facets. So, promoting the social administrators from non-professional to professional is great urgency in the local government Social Administration Department in Taiwan. |
