From Transitional Justice to the Truth Commission

本文先介紹轉型正義的概念、推動的機制、以及目標，並建構一個概念架構，而且分析轉型正義過程中的行為者。接著，我們把考察的重點放在真相調查委員會的成立與運作，特別是社會要求與就政權之間的角力。再來，我們回顧原住民族的轉型正義，尤其是在第四代轉型正義脈絡下的適用。在結語前，我們嘗試理解民進黨政府迄今的作為。

We shall start with an introduction of the concept of transition justice, its mechanisms, and goals. In addition, we will construct a conceptual framework of transitional justice, and then look into the various actors during the process of transitional justice. Secondly, we will investigate how a truth commission is established and operates with a special focus on the interplay between the demand of society and the resistance of the Ancien Régime. Thirdly, we will ascertain how transitional justice is applied to Indigenous Peoples particularly in the context of its fourth generation of implementation. Before we come to our conclusions, we will make efforts to understand how the ruling Democratic Progressive Party Government has deal with this matter so far.
