臺灣設置賽馬娛樂場之區位選擇研究——以苗栗為例

A Study on Location of Racino in Taiwan Island: A Case in Miaoli

何謂「賽馬娛樂場？」本言就對其姊是為「提供同注分彩制度之賽馬場透過結合賭場之特徵所形成之綜合娛樂場所。」其易易以賽馬場為主體，吃角子老虎機、牌桌遊戲等賭場之特徵為輔。本研究嘗試界定適合台灣本島發展的賽馬娛樂場之區位條件，以及選址之準則。最後將區域範圍縮小至苗栗地區，並說明選擇該地區之理由。研究結果顯示，台灣本島發展賽馬娛樂場之重要選址條件共有5像，分別為：（1）鄰近地區之互補性、（2）交通成本、（3）政府政策、（4）觀光資源發展性，以及（5）綠化之景觀。另，在選址之準則方面，本研究利用上述5像重要選址條件發展一套由上而下的選址準則：鄰近地區之互補性、交通運輸成本，以及中央政府政策，主要用作尋找適合之縣（市）地區範圍之選址分析；地方政府政策、觀光資源發展性，以及綠化之環境，主要用於鄉鎮地區範圍之選址分析。本研究最後建議於苗栗縣竹南鎮龍鳳漁港一帶劃定新曲為，供未來賽馬娛樂場之使用。

What is “Racino?” The study gives it a definition: “A racino is a combination of a pari-mutuel venue- a horse track and casino activities. Casino activities includes gambling and recreational services, also combines local tourism resources.” The objective of the study is trying to identify the important characteristics of the locational selection on Taiwan Island and how to use the characteristics to find a proper location for a racino. In the end, the study chooses Miaoli County as a proper location for a racino to develop. The result of the research shows that there’re 5 important characteristics using to find a suitable location of a racino, which are: (1) adjacent and supporting counties, (2) traffic cost, (3) policies of central and local governments, (4) local tourism resources, and (5) clean views. This study suggests a top-down criterion telling how to find a suitable location. We suggest a new location existed on the area of Longfeng fish harbor, Jhunan, Miaoli.
