資訊系統共構政策對政府文化網站建構影響之研究－－以國立臺灣交響樂團為例

資訊系統共構的主要目的是為了避免重複開發、減輕政府財政支出的沉重負荷，透過共構的方式讓資源得以共享並降低整體營運成本。在此目標之下，為使政府文化網站的建構得以夠解決系統重複開發及資源未能共享的問題，文化部策略性地進行共構機房整併以及資訊系統整合。資訊時代的蓬勃發展與科技技術的一日千里，遠超過公務單位將科技運用在業務流程上的速度，因此，以「協同運籌」的經營概念，提供整合式服務的概念是正確的經營方向。政府機關（構）集結不同資訊領域的專家團隊，將技術委外支援定位在「科技資訊 提供」，而將內部人力配置定位在「核心價值建立」，尋求協同合作的力量，利用資訊系統重塑公務機關業務服務流程，改變民眾對公務部門服務的刻板印象。本研究以國立臺灣交響樂團官網為例，探討在資訊系統導入過程中所面臨的難題以及解決的方式，而透過資訊系統共構確實能夠解決系統重複開發、資源未能共享的問題。

The main purpose of information system altogether constitutive is to avoid duplication of development, reducing government spending heavy load through a total structure so that resources can be shared manner and reduce overall operating costs. Therefore, the information systems are integrated by Ministry of Culture strategically. Rapid and vigorous development of information technology, hence, the concept of “collaborative logistics” is providing to integrate the information services. This study investigated the import process in the information system of National Taiwan Symphony Orchestra's official website as well as to solve the problems. However, through information system configuration can really solve the system altogether duplication of development, resources are not shared problems.
