In Taiwan, an earthquake measuring 7.3 on the Ritcher scale occurred at l:47a.m. on September 21st, 1999. As soon as thee earthquake took place, the victims evacuate to the shelters in nearby safe public facilities. Therefore, a great deal of temporary shelters were established and later turned to be mid-term and long-term temporary shelters in which most victims live. Based on the scale of the September 21st, earthquake, the movement of the earthquake evacuees number, the tendency of the evacuees action, and the result of our on-site studies, we derived the causes that affected evacuees action in connection with the characteristics of the disaster area. Within the broad scope of cities, towns, countries, and villages, we analyzed the relation between the evacuation shelter circle and the mid-term and long-term shelters in the aspect of area and distance in order to acquire the domestic data of the evacuees extensibility after a large scale earthquake. According to the data, we intend to construct the scope of an evacuation shelter circle applicable for various domestic regions. |
