In order to strengthen the loyalty, the consideration, the sincerity, the sense of responsibility, and the devotion to the nations, society, and the government, the Executive Yuan tried to promote the core values for government employees. Nevertheless, after the frequent changes of the administration systems and local chiefs, the percentage of job-change increased significantly. Whether the leadership styles or personalities of the chiefs influence the turnover is a worthy issue to explore. This research aims to apply the social judgment theory to examine whether the officials' core values and local chiefs' leadership have an influence on government employees' turnover tendency. With the questionnaires, it was found that the higher the core values and the better the inter-person relationship the employees have, the more they agree with the government effects. Therefore, the employee's core values are positively related to the government effects. Namely, with the aim of promoting the effects, the government should strengthen the employees' core values as well as pay more attention to chiefs' leadership styles. |
