The early 1960s was the so-called period of national economic readjustment in the history of People's Republic of China. The CCP government decided to gradually devolve the power of commune on brigade and production team, to loosen the restriction on the private plot and participation in rural market, to redress the mistakes of the Great Leap Forward. However, since 1962, the rural policy of the CCP turned radical again and began to increasingly highlight the slogan of class struggle. This article wants to explore how the transformation of the CCP's policy affected the basic level regime in the suburb of Beijing in the early 1960s. Meanwhile, it attempts to discern the interaction between the organization of party-state and mass mobilization. |
