Official Documents in Taiwan Government-General and the Research on Taiwan History

本文係譯自栗原純擔任本系96學年度第二學期特聘教授講座於三月份所發表的〈台灣總督府文書と台灣史研究〉一文，旨在介紹「台灣總督府公文類纂」（以下簡稱「公文類纂」）之利用情形。「公文類纂」乃日治時期台灣總督府與縣、廳、庄等行政機關所制定的公文總稱，為日本統治台灣五十年的行政記錄，也是總督府實施各項政策的依據，因此為了解日本治台當時的重要史料。「公文類纂」於治台初期由總督府文書課根據內容分類、保存，1997年中央研究院與台灣省文獻委員會（國史館台灣文獻館前身）將之數位化處理並公開於網路上。本文旨在介紹總督府「公文類纂」之分類標準，以及不同時間下分類標準的變化情形，並說明數位化的「公文類纂」之功能、局限與利用。作者主要以「助產婦」、「纏足」、「マラリャ」等具體的法今為例，闈述法今從籌晝到決策的經過，從中可觀察到總督府的政策意圖，以及總督府與母國（日本）政府的交涉過程。其次也提醒研究者在數位化之關鍵詞的檢索上，需善用史料用語，也就是考慮當時的歷史語彙，並應旁觸相關檔案的檢閱、利用，才能通盤地掌握該研究史料。

This article was translated from the paper which was read and written by Professor Jun Kurihara at the Department of History, National Cheng Kong University in March, 2008 when he was invited to teach the course of Official Documents in Taiwan Government-General (台灣總督府公文類纂). These archives included those official documents from different level of administrations such as prefecture, counties, cities, towns (府、縣、廰、庄) and so on. These documents were records left by Japanese Government during their 50 years' colonization of Taiwan and were recognized as the important primary resources for the study of history of Japanese occupation. These official records were collected and categorized by the Correspondence Section. In 1997, the Academic Sinica and the Taiwan Provincial Documentary Committee worked together to digitalize these documents and opened it to the public on the internet. This article is to explain the different ways of categorization in different periods and also clarified the function and limits of usage these documents. The author used legal codes in cases of midwives, binding foot, malaria etc., as examples to explain how the related law was made and by which we could also find clues of government intentions. The author also reminded that it was important to be careful when researchers use the key terms on searching these digital database.
