日本大學技術轉移機構若干問題分析

Analysis on Technology Licensing Organization of Japanese Universities

1998 年5 月6 日，日本政府效仿美國制定了《大學技術轉移促進法》，規定了有關技術轉移機構的基本制度政策，旨在加速大學研究成果向民間機構轉移，從而增強日本的經濟活力。日本技術轉移機構的基本法律《大學技術轉移促進法》是日本大學技術轉移機構的基礎，技術轉移機構、大學和大學衍生企業三者之間的結構為基本框架，職務發明制度與技術轉移機構的動態關系是最新發展。最後，通過對若干問題的分析指出對我國的借鑒意義。

May 1998. upon the implementation of the Act on the Promotion of Technology Transfer from Universities to Private Business Operators. the Japanese government has followed the U.S. example. aiming at the promotion of technology transfer towards private business operators. and in turn to enhance its economic vitality. The majority of this paper consists of a thorough analysis of the said act. the relationship between technology licensing organization. colleges. and the spin-off companies. as well as how modification of employee invention system influences on technology transfer. the end of the paper raises the question of harmonization. and contains an analysis on the revelation to the Chinese policy.
