The Protection and Safeguard of Human Rights Are the Core Value of Rule of Law States

“人權”和“法治”是現代文明國家的代名詞。人權和法治已逐漸得到了社會的廣泛認可。隨著中國的不斷強盛，對人權和法治認識的不斷演進和發展，社會主義人權和法治逐漸開始呈現同步、協調的發展趨勢。尊重和保障人權已經成為中國法治國家建設的核心價值。中國已經是世界舞臺上不可或缺的大國。作為一個世界大國，中國必須扛起人權旗幟。人權是一項特殊的權利。面對未來，我國還需要繼續健全人權保障體系，諸如完善人權法律制度，考慮設立國家人權機構，協助立法、行政和司法機關促進和保障人權，有組織地開展全方位的人權和法治教育。

Human rights and rule of law are two hallmarks for modern civilized states. They have been gradually acquired social recognition. With the increasing development of China, the understanding of human rights and rule of law have been progressed, and it appears a synchronous and coherent trend on the development of socialist human rights and rule of law. The protection and safeguard on human rights has become the core value of rule of law state in China. This development matches pretty well with China’s rising position as an indispensable global power. In such a situation, China has to uphold the flag of human rights to win the moral respects at home and abroad. Human Rights are a set of special rights. In the near future, China still needs to improve human rights legislations; to establish a National Human Rights Institution in order to provide assistances for the legislative, administrative and judicial branches to better improve and protect human rights. Meanwhile, the education on human rights and rule of law has to be organized systematically at every level of Chinese society.
