The establishment of Culture Center is a new effort to Promote social education in Taiwan. Beginning in 1979, each County and City in Taiwan (with the exceptions of Hsingchu and Chiayi County) has built up its own culture center through which various cultural activities have been conducted. Whether or not these culture centers could fully function as is expected has become the society’s concern. Each culture center usually comprises a library, a museum, art theatre, and so on. Currently each culture center is mostly concerned with how to have effective management and leadership so that it could satisfactorily serve its tasks to provide leisure programs to the general public and to improve their quality of life. This paper, based on the theory of scientific management, adopts the systems analysis approach to discuss the current situation and Problems of Culture Centers’management. The management Problems are categorized according to the centers’various tasks into six dimensions: administrative system, organization and structure, personnel sector, distribution of expenses, promotion of activities, and application of resources. Concrete solutions to these management problems of culture centers are suggested in this paper for further improvement. This paper is divided into four section. The first one is the introduction including research motivation, purpose, methodology, and scope. The second one is to review the development and policy of the ROC government’s cultural planning. The Third one presents the situation and management problems of culture centers. And the last part includes conclusion and suggestions. |
