For E-commerce development, Taiwan has an advantage of robust network infrastructure. However other elements such as infrastructure development of cash flowing, logistics are also essential to success. Response to the needs of e-commerce development, the third-party payment services policy has achieved further progress after Taiwan government holding several inter-ministerial deliberations. The recent progress including the 'Credit Card Business Organization Management Regulations' amendment has passed in February 2012, the third-party payment services credit card payment restrictions deregulated in March 2013, the collaboration between banks and third-party payment service in prepaid services liberalized from this September. Related ministries have also begun planning management professionals to develop third-party payment method and mechanism for improving the legal basis for e-commerce environment. This study will discuss the third party payment on the status of its development with the international trends and analyze the development of opportunities and challenges. |
