In the last 15 years, major countries around the world have been taking steps to deregulate their power industries. However, most have experienced problems, large or small, during the deregulation process. Some have experienced serious reliability problems. As power-industry reform continues worldwide, Taiwan is set to embark on the larger scale reform of its power market. This paper examines possible reliability problems that may arise after Taiwan deregulates its power industry, in terms of both quantity and quality of the power supply. Drawing on other countries’ experience and referring to the draft revision of Taiwan’s Electricity Law, the paper concludes with four policy suggestions. |
