後殖民？自主書寫？解放——多重層傳播帝國主義宰制下的原住民族傳播論述

Postcolonial, Self-Writing, and Emancipation: Indigenous Communication Discourse in Hierarchical Communication Imperialism

觀察目前台灣原住民族傳播權的發展脈絡，當前原住民族電視台是基於多元文化主義傳播權的精神設置的，而且原民台將在2014年1 月1 日開始由「原住民族文化事業基金會」自主經營管理，雖仍有不逮和待改進之處，但形式上象徵原住民族媒體所有權、參與權和內容權的逐步滿足，原住民族傳播發展要邁入一個嶄新的階段。然而，更為根本性且最重要的議題，即原住民族傳播自主論述的建構，仍未有更完整深入的論述。筆者認為若要形構原住民族傳播自主論述需要認清當前台灣傳播環境是在所謂的多重層傳播帝國主義所宰制，若要形構原住民族自主性傳播論述，必須首先對當前的傳播環境有所分析，並進而形構具後殖民、自主書寫、解放意涵的原住民族自主傳播論述。

The build of Taiwan Indigenous Television (TITV) is based on the spirits of the right of multicultural communication. Indigenous Peoples Culture Foundation manages independently from January 1 2014. In this situation, there is something must to improve, but it symbolizes the indigenous people gradually satisfied the right of communication. However, the most basic and important issue is there is no full-depth discourse about the construction of indigenous people communication discourse. In my opinion, only face nowadays media environment in Taiwan is under the dominance of so-called hierarchical media imperialism; we can construct indigenous communication self-discourse. Only analysis nowadays media environment, and construct indigenous people self-communication discourse including those perspectives of postcolonial, self-writing, and emancipation, we just can construct indigenous people self-communication discourse.
