For the last decade, the research subjects focused on the construction and practice of communication right in the field of indigenous communication, media setting up and text production on strategy, but lack of the concern about reception dimension. What kind of communication situation is Indigenous Peoples really need in daily life and living world? How to get the communication services and operations in modern society? What is the relationship between communication environment and social context in the tribal life? What kind of media policy can we have in thebdigital communication age? Due to the growing importance of the universal telecommunications service, the digital divide is eliminated gradually, and the portable mobile devices become more common. There is a new opportunity for Indigenous Peoples to construct a communication services platform which is multiple, easy and low-cost. The structure of what we call “Indigenous Peoples Communication Networks” with the digital convergence technologies and everyone can easily have and get started with portable mobile devices. Now we need to think about is how to construct a holistic indigenous peoples’ communication environment which can “pluralistic interaction, the initiative to create, sharing and development.” The imagination andbexpectation is indigenous peoples can have their own communication environment, to have a positive and proactive communication right and operational capacity for cultural heritage and development. |
