A novel method of incorporating holistic earthquake risk evaluation with hazard-of-place model was applied to assess the comprehensive earthquake vulnerability and risk at an urban-level. This method involves a multidimensional concept that is not only useful to identify and to demonstrate the spatial variability in earthquake vulnerability and risk, but also helps to understand the range in the underlying causes of that vulnerability and risk. By mapping the earthquake vulnerability and earthquake risk index, it shows that the relatively higher earthquake vulnerability and risk areas are located in the east, southeast parts of and a portion of central business district of Hsinchu City. The findings can assist the decision making process of land-use planning and judge where the mitigation efforts most required. |
