This study investigates the duty, decree and regulation of health management taken charge by the Central Competent Authority, and distinguishes the focal points for health management of building administrated by Building Management, Environmental Protection, Hygiene and Education Departments. The Rome Code system applied in Mainland China and Japan areas is compared and reviewed, in order to propose feasible suggestion, which can be used by the Central Competent Authority to create the management system for 'public health' of building in the future. The conclusions of this study include
1. It is suggested that the Central Competent Building Authority should take account the proposal on the public health management of building through specialized legislation.
2. It is suggested that the Central Competent Building Authority should implement the public health management of building under authorization of Building Law.
3. It is suggested that the Central Competent Authority should draft 'Public Health Inspection' system of building or consider for incorporating 'Public Safety Inspection' system. |
