中央與地方金融權力配置歷經多次變革，但仍然存在權力配置失衡、金融監管失靈等問題。利益競爭、金融功能財政化、民主性匱乏、法律規範缺失是其成因。應以法律確認金融領域中央與地方利益分配關係；遵循金融安全、效率、民主等原則，以選擇性集權、法律產分權為宗旨構建縱橫連鎖雙層金融管理體制；深化財政制度改革，加快財政立法，確保財政到位、金融歸位，實現中冇與地方金融權力配置的法治化。

Allocation of central and local financial power experienced many changes, but there are still an imbalance of power allocation, financial regulatory failures and other problems. Competing interests, financial functions of fiscal, lack of democracy and legal norms is cause. It should be recognized by law distribution relationship between central and local interests in the financial sector; following the principles of inancial security, efficiency, democracy, building financial aspect double chain management system to selectively centralized, decentralized legal purpose; deepening the reform of the financial system speeding up fiscal legislation in place to ensure fiscal and financial homing to achieve rule of law central and local financial power configuration.
